There are a number of websites that offer blogging software and / or hosting:

 

Blogger

Now owned by Google, free Blogger-hosted sites have .blogspot.com addresses. Blogs can also be uploaded to your own site using ftp. Blogger is intuitive and includes free image hosting. WYSIWYG editing available.

 

Typepad

Typepad offers free or professional sites. The look and feel is clean and professional. WYSIWIG editing is available, but functionality is not as intuitive as either Blogger or Wordpress.

 

Wordpress

Free Wordpress sites offer a range of themes (layouts and colour schemes). Designed on CSS they do not allow for HTML add-ons, which limits some of the "blog blog" (features) you can add but the look and feel of Wordpress blogs is clean, modern and professional. Can be uploaded to your own site. WYSIWYG editing available.

 

Many Content Management Systems offer blog functionality, so it may be able to create blogs on your main website.

 

CIG Communities offers free blog hosting to all Groups and Branches, with the added advantage of the latest post appearing on the main Communities blogs page, upping exposure to the wider community of Cilip members.
